When your puppy is little it will need to go the bathroom about every 45 minutes. Make certain that you encourage trips to the paper as often as possible, at these intervals. Also make certain that you take you puppy to their paper before and after meals and sleep.
Encourage the puppy to use the paper when you place the puppy on the paper by saying the same phrase repeatedly. Chose a phrase that works for you like " Go the bathroom " or " Go Potty ". Pay close attention to signs that your puppy may need to go the bathroom, like them walking in circles, sniffing the ground or scratching at the floor. If your puppy seems like they may need to go the bathroom put them on the paper and say the chosen phrase.
If your puppy successfully uses the paper with or without your help, reward your puppy with praise and a treat on occasion.
Once you notice that your puppy is starting to use the paper consistently on their own, you need to move to the next phase. During this phase, you will start to reduce the size of the paper very gradually.
If your puppy goes the bathroom off the papered area when you reduce the size of the papered area, they are not ready for this phase. If that is the case move them back to the first phase and retry this phase later.
When you start reducing the paper size, if your pet responds well you can continue to reduce the paper size. During this time you can also start putting paper in a designated area outside to encourage their desire to go the bathroom outside. You can also take paper on your walks if needed. Remember to adequately praise and reward your puppy for using the bathroom outside or going on the paper.
After a while you will have no paper left inside and you can start lessening the paper outside as your puppy matures. Don't be surprised at the occasional accident, it happens to the most trained puppies.
