Grease the baking sheet.
Combine flour and charcoal.
Stir in the egg and oil and mix well.
Add the milk and mix well.
Stir in the mint and parsley.
Drop tablespoonfuls approximately 1 inch apart on the baking sheet.
Bake for 15 to 20 minutes or until golden brown.
Cool thoroughly and refrigerate in the airtight container.
