take the legs to the lumber yard and have them cut off 4 inches from each table leg if you have a large dog, otherwise leave them the way they are
while at the lumber yard, buy a 3/4 inch piece of plywood, have it cut to a 48 inch long and 26 inch wide for a large dog or 24 wide by 32 long for a smaller dog
sand the edges of the plywood
screw the fold up table legs to one side of the plywood
cut the vinyl carpet runner to fit the "top" of the table
glue the vinyl to the table
nail the counter edging around the edge with small nails spaced about every 6 inches
screw the 4 inch caster wheels to each corner of the table on the underside
screw the large eye hook into one of the ends at the edge of the table right through the counter edging to make a "pulling" hook
